The pulley itself is usually mounted out of line with the rest of the cylinders or pulleys to allow for the most adjustment.

If it is too loose, it can slip on the rollers, causing the belt to not move efficiently along its path. A loose belt can also cause excessive wear and can get caught in other components of the conveyor system.
