What is the Public Good?

The public goods belong to a kind of good that cannot be negotiated in the normal market, since they are characteristic of being collective and their use and enjoyment can be honored by any city, without distinction of race, sex, religion or social class; the town must respect the norms stipulated therein to protect it.

The care or management of said assets is not exclusive to the State, but also to the private sector. The management of the country as guardian of public goods dates back to the Roman Empire, a time when some public goods and rights began to be provided, such as: citizen security, justice; water distribution and municipal land, among others.

Public goods have two characteristics that distinguish them from other properties, being non-rival and non-exclusive. The first means that the use and enjoyment of the facilities by the user does not imply the use and enjoyment of a citizen who already uses them; a perfect example is a radio signal that allows different users to listen to its frequency at the same time.

Regarding the second, which is not exclusive, it implies that it is not possible to discriminate whether or not the user enjoys the public good through the application of prices, since these do not have a monetary value and any citizen who wants them and wishes to use them can access them. to them independently and who help in the maintenance and care of spaces, for example: the beach, wind farms.

These assets need public management and various control mechanisms to ensure their use and exploitation. To ensure its sustainability, a system of legislation must be created to ensure that it is very strict so that all those who participate in the market are seen as responsible for participating in its care.

For example, if the forests, the seas and the environment in general are not respected or cared for, we can exclude future generations from the world and enjoy these goods. In this sense, respect for the rules to this effect must be guaranteed.
