Transient, which derives from the Latin word transiens, is an adjective used to describe someone who is passing through a place. A passerby, therefore, is someone who passes through a certain area.
The notion of pedestrian, in this framework, is often used as a synonym for pedestrian or pedestrian: a person who walks on a public road. For example: “Drivers who do not respect pedestrians bother me”, “The motorcyclist lost control of the vehicle and ended up running over a pedestrian”, “Pedestrians must also respect the indications of traffic lights”.
One of the obvious characteristics of the pedestrian, but necessary for the organization of public roads, is that he is not a driver, that is, he does not travel by car, but on foot. This opens the door to a wide range of possibilities, especially if we include the elderly, young children, those who carry their babies in strollers and anyone with a physical disability that prevents them from walking in the equation. Their own means and therefore need the help of crutches or a wheelchair, for example. All of these people, and those not on the list, need the government to guarantee their safety. They must be able to circulate freely on the street knowing that, respecting the regulations, the presence of motor vehicles will not put their physical integrity at risk and that their particular needs will also be taken into account in the design of public spaces. Pedestrians with reduced mobility need ramps and other features to get on and off sidewalks with ease. It is also mandatory to adapt the traffic lights so that the blind can safely cross the streets: for this there are sound systems that represent the traffic lights with different patterns of sound signals. Sidewalks should also have areas where their surface has different “grain” patterns so that blind people walking on them can tell if they are near an obstacle, on the edge of the train tracks, about to hit the ground. Curbs or stairs, among other problems that can cause accidents if their presence is not noticed. These are tactile surfaces, also known as surveillance bands. Although it may seem obvious, when people are in an enclosed public space, such as a shopping center, they do not speak of “passersby”, since they all fall into this category without exception.
Another use of transient refers to someone who does not have a fixed address. Passers-by, in this sense, are nomads, since they only settle temporarily in one space and go to another. The concept can also be linked to the subject who is not established in a space, but who is visiting or passing through: “In summer, traffic accidents are multiplied by the population of passers-by who come to the city to enjoy the beach” , “For many years, these mountains received people passing through who stayed for a few months and then continued on their way”, “My home is the world, I am a passerby. “In the field of philosophy, what is produced by an agent is called a bystander and its effect ends outside of him. Depending on their characteristics, actions can be transitory or immanent. The transient action implies that its effect affects a different agent; immanent action, on the other hand, that the effect remains in the individual himself.
